On March 19, the State Grid Corporation of the People's Republic of China (SGCC) held a mobilization meeting for the construction of power grids in the "three regions and two prefectures" in the deeply poor areas in Beijing. Kou Wei, General Manager of State Grid Corporation of China, said that in 2018, 6.6 billion yuan will be invested in the power grid to complete the tasks of isolated operation of county-level power grid interconnection, strengthening of connection with weak county-level power grid, relocation of poverty alleviation and power supply of secure housing, power supply of independent photovoltaic power supply villages and large power grids, and power supply of border defense forces. From 2019 to 2020, 14.4 billion yuan will be invested to improve the power supply guarantee capability.

The key to winning the battle against poverty is to lift poverty in the deeply poor areas. Among the poverty-stricken areas required to be supported by the state, "three regions and two prefectures" are located in the operation area of the State Grid Corporation of China. The three regions are the Tibet Autonomous Region, the Tibetan regions of Sichuan, Gansu and Qinghai provinces, the four prefectures of southern Xinjiang, the two prefectures are Liangshan Prefecture of Sichuan Province and Linxia Prefecture of Gansu Province.

In the rural areas of "three districts and two prefectures", the proportion of deeply poor counties and poor villages is high, which is a tough battle in the fight against poverty. The power grid is an important infrastructure to improve the production and living conditions in the deeply poor areas, which is closely related to the happiness and sense of gain of the people in the poor areas, and plays a fundamental role in the fight against poverty. The company's "three districts and two prefectures" power supply service covers 198 counties (districts) in five provinces (districts), a total of 12100 poverty-stricken villages, serving 5.685 million households and 22.47 million people. Influenced by natural conditions, geographical location and other factors, the development level of the "three regions and two prefectures" power grid is far lower than the average level of the company. There are still shortcomings and weak links in power supply capacity, grid structure, equipment level, power supply quality and other aspects, and we need to concentrate our efforts to speed up breakthroughs.
